Many servers restrict their snipers so there can only be 1 per team. This glitch allows your team to use more than 1 sniper (or whatever
weapon is restricted).
If one person on your team is holding a sniper rifle, nobody else will be able to buy one. If you see one on the ground and try to pick it up,
you will automatically drop it. But if you keep running over it and press "Q" really fast, or just keep scrolling your scroll wheel, you will eventually
be able to pick it up. So if you want more than one sniper on your team, have everyone on your team drop their sniper at the beginning of the round, and then
everybody can buy one. Then you just have to run over the rifle and do the glitch.
